Pittsburgh police implementing ‘Homelessness Academy’ training for recruits

Armed with statistics showing 28% of the city’s police recruits acknowledge never having had a conversation with a homeless person, Pittsburgh police recruits are receiving new training to understand the experiences of people who are homeless.

The new “Homelessness Academy” program at the police training academy is part of Mayor Peduto’s plan to give front-line workers more support when interacting with people in need of social services.

The recruits are taught about the problems faced by people living outside, trauma, reasons people don’t stay in shelters and how police can help them. Police leaders also talk about their experiences and how they build empathy for those living on the street.

“This program better prepares recruits to look at social issues with a guardian mindset,” said Police Chief Scott Schubert. “It opens their eyes to the reality and the humanity of the situation and provides them with a better understanding of the key issues related to homelessness.”

Recruits hear firsthand from a community advocate who experienced homelessness, learn from an Allegheny Health Network official about the challenges facing homeless people and review the resources police can use to assist people.

After the initial Homelessness Academy training sessions, recruits were surveyed and 71% said the training gave them a better understanding of the issue.

“This is a continuation of a years-long focus on building bridges with all communities in Pittsburgh,” said Public Safety Director Wendell Hissrich.

Laura Drogowski, manager of the Office of Community Health & Safety, said police and medics are “the last safety net” for the homeless.

“With this training, we work to help officers understand that treating people with dignity, respect, and support can change their experiences.”
