Federal spending bill includes $33M for Southwestern Pa. projects

A $1.7 trillion spending bill that passed the Senate and House includes more than $111 million for dozens of projects across Pennsylvania, according to U.S. Sen. Bob Casey, D-Scranton.

The federal funding bill earmarks more than $33 million for projects in Southwestern Pennsylvania, including money for sewer rehab, health care facilities, transit infrastructure, economic development projects, workforce funding and more.

Casey said the spending plan should help make it easier to live, work and raise a family in Pennsylvania, as well as create provisions to safeguard the results of presidential elections and help people save for retirement.

“We are working toward an America where our children are safer and provided more opportunities in life, where seniors and people with disabilities are taken care of, and where we can have faith in our Democracy and our elections,” Casey said in a statement.

U.S. Rep Mike Doyle, D-Forest Hills, said the bill should help create jobs and strengthen communities in Southwestern Pennsylvania.

Many Republicans voted against the bill, including U.S. Rep. Mike Kelly, R-Butler. He said the bill was rushed through and it was irresponsible to support it.

The omnibus spending bill includes $772.5 billion for domestic programs and $858 billion for defense spending. It finances federal agencies through September 2023.

It passed the Senate by a vote of 68-29. The House passed it Friday by a 225-201 vote. President Joe Biden also signed the bill Friday.

Here are some projects in Southwestern Pennsylvania that would receive funding:

Pittsburgh is in line to receive $7 million to restore multiple high-use sets of public steps across the city. Money also will go toward installing bicycle runnels next to the steps, to help cyclists move bikes up and down the steps more easily. Pittsburgh Regional Transit will receive $5 million to upgrade the Station Square station to improve connections between light-rail and bus lines. The Braddock Carnegie Library will get $4 million for a restoration project. The House of Manna venue and community space in Pittsburgh’s Homewood neighborhood will receive $2 million to restore the building to accommodate human service providers, community educators and healthy food options for residents. The New Granada Square redevelopment project in Pittsburgh’s Hill District is set to get $2 million to help develop 5,000 square feet of retail space and 40 affordable housing units. Freeport in Armstrong County will receive $1.5 million to upgrade the borough’s wastewater treatment facility. The project should minimize sewage contamination in Buffalo Creek. The Carnegie Library of Homestead will get $750,000 to restore the library’s historic 1,047-seat music hall and make it fully compliant with the Americans with Disabilities Act. Clairton will get $750,000 to renovate a city building to create a new community center. Seton Hill University in Greensburg will receive $500,000 to help support the creation of a new Doctorate of Physical Therapy program that will serve vulnerable populations, including rural communities, older Pennsylvanians and low-income people.
