Police: 16-year-old from South Strabane admits to shooting stepfather outside mall entrance

A Washington County man had to undergo lifesaving surgery after his 16-year-old stepson admitted to shooting him in the stomach and leg with a stolen gun early Monday, according to authorities.

Samuel Brian Hoy, 16, of the 100 block of Floral Hill Drive in South Strabane was charged with felony counts of attempted homicide, aggravated assault and receiving stolen property along with possession of a firearm by a minor. He was being detained in the Washington County jail in lieu of a $2 million cash bond, according to court records.

He faces a preliminary hearing before District Judge Michael Manfredi on Dec. 27.

Police wrote in a criminal complaint that officers responded to a 911 call at 1 a.m. for shots fired near the intersection of Murtland Avenue and Oak Road, which is near the Waffle House restaurant.

While on the scene, officers learned that a man arrived at Washington Hospital for treatment of gunshot wounds to the stomach and lower leg. He was taken to UPMC Presbyterian hospital in Oakland by medical helicopter to undergo surgery, the complaint said.

Police said a witness reported seeing two juveniles running in the area where the shots were heard. Police found Hoy behind the Penn Commercial building in the Oak Springs Plaza.

He had a Springfield 9mm pistol in the front pocket of his pants, police said.

Investigators said the gun was reported stolen to the Washington City Police Department on Dec. 7. The owner of the gun told police the firearm was taken from his vehicle, the complaint said.

Police questioned Hoy in the presence of his mother, the complaint said. He told them he shot his stepfather twice while they were on Spring Road near the entrance to the Washington Mall, according to the complaint.

Hoy’s arrest papers did not provide a motive for the shooting.
