Trooper accuses passenger of having heroin, cocaine during traffic stop in Buffalo Township

A man with a previous conviction for selling drugs was arrested after, a state trooper said, he had heroin and other drugs in his possession during a traffic stop in Buffalo Township.

Todd William Cessna, 35, of the 200 block of State Route 2003 in Plumcreek Township, Armstrong County, was charged with two felony counts of possession of drugs with the intent to deliver along with four counts of drug possession when the car in which he was a passenger was pulled over for a traffic violation.

A state police corporal wrote in a criminal complaint charging Cessna that the trooper was on patrol on Route 28 northbound shortly before 9 p.m. June 17 when he conducted a traffic stop.

The trooper said Cessna had 227 bags of suspected heroin/fentanyl, 11 grams of cocaine and a number of codeine and alprazolam tablets.

Police said the substances tested positive as drugs when they were examined at the state police crime lab in Greensburg.

According to the complaint, Cessna admitted to the trooper that he was selling the heroin for $8 a stamp bag or $60 a bundle, and that the cocaine was going for $100 a gram. A bundle typically has between eight and 10 stamp bags.

Cessna was being detained in the Butler County jail in lieu of a $10,000 cash bond, according to court records. A preliminary hearing is scheduled for March 15 before District Judge Sue Haggerty.

In April 2021, Cessna pleaded guilty in Armstrong County to two felony counts of possession of drugs with the intent to deliver. He was sentenced to 15 months to five years in prison, court records show.
