Belle Vernon School District seeks judge’s OK to sell former WCCC building to church

Belle Vernon Area School District has petitioned Westmoreland Common Pleas Court to sell the former community college building in Rostraver. Monongahela Valley C&M Church wants to purchase the building for $95,000, according to court documents.

The Belle Vernon Area school officials want permission from a Westmoreland County judge to sell the former community college building in Rostraver to the Monongahela Valley C&M Alliance Church.

Attorney Victor Kustra notified the court this week in a petition that Howard Hanna, the school district’s real estate agent, has a pending offer of $95,000 from the church to purchase the building and property along Fells Church Road.

The district acquired the four-acre property and one-story masonry building, which was built in 1990, for $1 in 2017 from Youngwood-based Westmoreland County Community College. WCCC trustees closed the Mon Valley branch campus that year because of declining enrollment.

The building has five large classrooms, offices, a lobby and restrooms. It also has 95 parking spaces. The property is located at the intersection of Fellsburg and Fells Church roads.

Kustra said the agent has shown the property 46 times since it was listed, and the school board feels the church’s offer “is the only legitimate offer received for the property.”

Under state public school code, districts can sell unused and unnecessary school buildings by private sale contingent on court approval. A hearing date on the sale has not been scheduled.
