Convicted rapist, formerly of Greensburg, now accused of raping 3-year-old

A former Greensburg man who is serving a state prison sentence in a violent rape was arraigned Friday on new sexual assault accusations police said involved a 3-year-old child.

Justin Owens Hall, 30, who is being held at SCI Smithfield, is accused of sexually assaulting the child at a Penn Township location, according to court papers. After the allegations were reported in 2019, Hall denied them to police, and the case remained open while the child completed a trauma-based therapy program, authorities said.

After that initial interview, police could no longer get in touch with Hall to schedule a second meeting.

Township police in May and June received two separate ChildLine referrals filed by employees with the state Department of Corrections. Both referenced the 2019 allegations and said Hall admitted to them, according to court papers.

Bail was set Friday at $100,000. Hall is charged with attempted child rape, aggravated indecent assault and related offenses. He did not have an attorney listed in online court records. A preliminary hearing is set for Oct. 22.

He is serving a state prison sentence of four to eight years followed by 13 years of probation in connection with a June 2020 knife point rape of his Greensburg neighbor at the time. Police said Hall asked the woman for a drink of water, but he followed her inside. He pleaded guilty to rape and aggravated assault.

Security video from the woman’s living room showed Hall walk inside the apartment, and she could be heard yelling for several minutes, police said.

Hall is a registered sex offender under Megan’s Law.
