Police: Pair found with unprescribed pills after Penn Township hit-and-run

Two men involved in a hit-and-run along Route 130 in Penn Township were arraigned Thursday on multiple drug possession and conspiracy charges after township police said they possessed anxiety and pain pills without a valid prescription.

Steven J. Zappitelli, 30, of Phoenixville, Chester County, and Andrew M. Kocan Jr., 23, of Penn Township, were arrested less than a mile from the scene of the 1:44 p.m. crash Wednesday near the Nike site along Route 130, according to Officer Chadan Meyers. The pair were pulled over in Zappitelli’s 2017 Subaru Forester in the parking lot of Advanced Chiropractic by officers responding to the crash, Meyers said.

Meyers said that Zappitelli failed a field sobriety test and was arrested for driving under the influence of a controlled substance and failure to report an accident. Kocan, who fled the scene on foot, was discovered by officers during a search of the area and was found to have 18 Xanax pills and two Oxycodone pills in his possession, according to court documents.

Police said neither Zappitelli or Kocan were injured, but the SUV was extensively damaged.

Court documents said interviews of the pair and information obtained from cell phone records indicated Zappitelli and Kocan were headed to Trafford when the accident occurred to “make a controlled substance delivery.”

Zappitelli and Kocan were charged with manufacturing and possession of a controlled substance, conspiracy to deliver a controlled substance, and possession of drug paraphernalia. Kocan was also charged with criminal use of a communication facility.

Both men were ordered held in the Westmoreland County Prison after failing to post $10,000 bail. Preliminary hearings are scheduled Aug. 6 before Harrison City District Judge Helen Kistler.
