Greensburg OKs budget with no tax hike, expands role and salary of rec superintendent

Greensburg Council this week finalized a 2023 city budget of about $13 million without increasing taxes.

City property owners will continue to pay real estate taxes totaling 27.05 mills. That amount includes 1 mill each to help support the Greensburg Hempfield Area Library and to cover public safety expenses that had been paid for with revenue from the now-closed J. Edward Hutchinson Parking Garage.

Councilman Randy Finfrock said city officials were able to tweak spending accounts to offset some costs that came in less than $50,000 above estimates cited during earlier budget planning.

He said Greensburg was on track to finish 2022 in the black, as the city collected 3% more revenue than had been budgeted while spending was at 82% of the budgeted amount.

Salary increases that will take effect in the new year include a boost from about $72,648 to $80,000 for Glenn Moyer, parks and recreation superintendent.

Mayor Robb Bell said Moyer’s pay was increased because he has taken on expanded responsibilities, overseeing all city recreation programs.

“We felt we needed to have one supervisor,” Bell said.

Moyer had been tasked primarily with managing the Kirk S. Nevin Arena and Veterans’ Memorial Pool.

Vehicle costs covered

Council approved purchases of two vehicles as the year’s end approached.

A grant from the state Department of Environmental Protection will cover the $79,561 cost of a new tow-behind leaf vacuum and debris collector box for the public works department.

The city is buying a John Deere Gator TX utility vehicle for use at the Mt. Odin Golf Course. Bell said the $9,422 price will be covered by an insurance payment for a similar vehicle that was totaled earlier in the year.
